1. За такой, который скорее приведет режим к краху. То есть - фиксированный с запретом обмена, черным рынком и фактической бивалютностью.

2. Да, но комми еще лучше. Австрийцы могут достигнуть цели, описанной в п.1, но комми быстрее.
